Public consultation on the Livestock Bill of Bhutan 2025

The Environment and Climate Change Committee (ECCC) of the National Assembly is reviewing the Livestock Bill of Bhutan 2025, which will shape future livestock policies, laws, and regulations. To ensure the Bill is inclusive and practical, the Committee has conducted stakeholder consultations in four Dzongkhags—Thimphu, Punakha, Tsirang, and Gasa—and will complete the remaining consultations between 6–20 October. Additionally, citizen participation is being expanded through the UNDP-funded Citizen Engagement Platform System (CEPs), enabling transparent and accessible feedback to strengthen the legislative process.

The Environment and Climate Change Committee (ECCC) of the National Assembly is reviewing the Livestock Bill of Bhutan 2025 during the Third Session of the Fourth Parliament and will present its findings in the Fourth Session. Recognizing the Bill’s significance in shaping future livestock policies, laws, and regulations, the Committee has initiated stakeholder consultations across nine Dzongkhags—four of which were completed in August, with the remaining scheduled from 6–20 October. To further enhance public participation, the Committee is also leveraging the UNDP-supported Citizen Engagement Platform (CEPs), enabling citizens to provide feedback through a secure and user-friendly system, thereby fostering transparency, inclusivity, and legitimacy in the legislative process.
