1. Register and certify Tshethar groups, making them legally responsible for animal care.

2. Establish shelters in each dzongkhag specifically for Tshethar animals.

3. Require animal registration and microchipping with penalties for abandonment.

4. Leave it to religious and community groups to manage without government regulation.
